  1. It is unlawful for any person to take or attempt to take waterfowl while being guided on Commission-owned or controlled WMAs or on NWRs.
  2. It is unlawful to guide waterfowl hunters on Commission-owned or controlled WMAs or on NWRs.

PENALTY:

Class 2: Being guided
Class 3: Guiding
