It is unlawful to hunt migratory game birds in Arkansas without possessing on the person proof of valid Arkansas HIP registration.

EXCEPTIONS:

1. Youth hunters.
2. In compliance with Code 04.04 and Addendum B1.14.

PENALTY: Class 1
